Un parc industriel de 600 hectares est programm\u00e9 \u00e0 Moramanga, id\u00e9alement situ\u00e9e entre la capitale et le plus grand port du pays, Toamasina. La mise en place d\u2019un premier complexe de 80 hectares d\u00e9di\u00e9 au textile a vu le jour gr\u00e2ce \u00e0 un accord entre l\u2019EDBM et la Mauritius Africa Fund Ltd.<\/p>\n

Des opportunit\u00e9s d\u2019investissement sont disponibles dans le d\u00e9veloppement des infrastructures et la fourniture de services publics, en particulier la production d\u2019\u00e9lectricit\u00e9 \u00e0 partir d\u2019\u00e9nergies renouvelables pour approvisionner la zone.<\/p>\n

Les contextes national et international sont extr\u00eamement favorables au d\u00e9veloppement de l\u2019industrie textile. Le retour de l\u2019ordre constitutionnel a permis la r\u00e9int\u00e9gration du pays dans le programme AGOA, accord commercial pr\u00e9f\u00e9rentiel facilitant les exportations des pays africains vers les Etats-Unis, un des premiers pays d\u2019importation des textiles malgaches.<\/p>\n

En effet, le secteur du textile et l\u2019habillement (TH) constituent le premier secteur manufacturier de Madagascar et le plus grand employeur de main-d\u2019\u0153uvre apr\u00e8s l\u2019agriculture repr\u00e9sentant 19,35% du PIB, 30% des exportations, 7% des investissements directs \u00e9trangers (IDE), jusqu\u2019\u00e0 15 .000 emplois formels directs d\u2019apr\u00e8s les promoteurs du Projet UKTP (United Kingdom Trade Partnership). Ce projet mis en \u0153uvre sur la p\u00e9riode 2019-2022, vise l\u2019am\u00e9lioration de la comp\u00e9titivit\u00e9 du secteur textile et habillement dans la Grande Ile, ainsi que l\u2019augmentation des exportations vers l\u2019Union europ\u00e9enne et le Royaume uni. La disponibilit\u00e9 de main-d\u2019\u0153uvre qualifi\u00e9e devrait \u00eatre mobilis\u00e9es pour le d\u00e9veloppement futur de l\u2019industrie textile-habillement du pays.<\/span><\/p>\n

L\u2019ensemble des \u00e9tudes li\u00e9es au secteur Textile et Habillement, appuy\u00e9es dans le cadre du PAPI s\u2019inscrivent en droite ligne avec la nouvelle politique de l\u2019Etat, adopt\u00e9e en janvier 2019, \u00e0 travers le Plan Emergence de Madagascar, pla\u00e7ant l\u2019industrialisation du pays au c\u0153ur de la relance \u00e9conomique du pays (Velirano N\u00b07). Cette politique de l\u2019industrialisation met en avant la n\u00e9cessit\u00e9 de cr\u00e9er et de d\u00e9velopper des Zones d\u2019Emergence Industrielle en tant que catalyseurs du d\u00e9veloppement \u00e9conomique dans toute l\u2019\u00eele. Le gouvernement, \u00e0 travers le Minist\u00e8re de l\u2019Industrie, du Commerce et de l\u2019Artisanat (MICA) entend renforcer ainsi le cadre l\u00e9gislatif et r\u00e9glementaire existant, devant permettre la relance acc\u00e9l\u00e9r\u00e9e des investissements dans le secteur industriel, \u00e0 travers le d\u00e9veloppement de Zones Industrielles (ZI).<\/p>\n
